Rob Edwards along with O'Neil represent the initial names in the frame to succeed the former manager as manager of Wolves.
The previous coach was sacked on the weekend following the squad's ten-game without a victory start to the top-flight season.
And Edwards and O'Neil - both of who have historic associations to the team - are part of the options to be considered by the club ownership.
The manager is currently at Middlesbrough, which would pose a potential obstacle to his appointment at Wolves' stadium.
Nevertheless the former Luton manager - who played over a century of games for the club during his time as a player - is said to be a leading candidate for the position.
The 42-year-old is said to have backing from the club board as they begin the search of hiring a fresh head coach.
O'Neil is additionally emerging as a unexpected candidate, although he would be a surprising choice considering he was released by Wolves in the previous winter.
The former West Ham United player is out of work which means Wolves would not be required to provide any buyout fee.
